Needs advice re declawed cat doing his business outside the litter box

A friend rescued a cat about a month ago and took him to the vet who told me he is neutered and declawed. She was told he is an older cat. Whenfirst brought him home, he was using the litter box for urinating and defecating. That did not last long. He has peed multiple times in the dining room and defecated 2 or 3 times there. She now has to confine him to the basement. He will pee in the litter box, but he defecates away from it and will pee away from it also.

Do you or does anyone on your network have any suggestions for successful litter box training?

Do you have any advice specific to a kitty that has been declawed...any ideas i.e. of best cat litters to use (maybe her toes hurt), or anything else? My friend is going to get something from the pet store to induce her cat to use the litterbox.
