this sweet doggie is tied up all day on the porch and is whining for attention... please help find him a home.

Hi, I'm currently starting the process of finding a new home for my neighbors dog. They have told me he needs a new home and are wanting my help in finding a home for him. Currently he is with a family with a new child and can no longer care of the dog. He currently spends all his time tied up on their porch. He gets food and water, but I don't believe he is getting any attention from the owners. He whines at me every time I come out of my house as if to say "Please come love me!". It breaks my heart to see this loving dog wasting his life away tied up on a porch with nothing to do except watch the cars go by. He doesn't even get to run around or get a walk. The family is keeping the dog with them now because they are afraid that if they give him to a shelter he will be killed. I would greatly appreciate it if you could point me in the right direction to find him a new home.
Scrappy is the dog's name and he is a 9 year old pure breed (has paperwork) Old English Bulldog. The family lives in Middletown, CT and wants to get rid of the dog because their son is allergic to him and they have no more time to talk care of him. He is neutered and then only behavior problems I know of is he is a little food aggressive with other dogs, I haven't seen any aggression toward humans. As of yet I believe he is up to date with his shots and is healthy. I am unsure if the family is willing to give him away. I know that they would feel more comfortable if they knew where he was going and if they knew the family. They do still love this dog and want the best for him.
